FS Regulation 420-4 - Summary of Changes
Page 3, Section 1-4, c, and throughout the regulation – Places responsibility for law enforcement in DES. Prior to 2006, Conservation Law Enforcement was DPW responsibility.
Page 3, Section 1-4, e – Delegated the GC’s authority to revoke hunting and fishing privileges to the DES. Previously authority was delegated to the DPW.
Page 6, Section 1-6, b – IAW AR 190-11 (revised 28JUN11), prohibits any civilian or Family member under the age of 18 from the use of firearms, unless accompanied and supervised by a parent or legal guardian over the age of 18.
Page 6, Section 1-6, h – Added a proficiency requirement for archery hunters. Must hit a 9" diameter circle 2 out of 3 shots at 20 and 30 yards.
Page 7, Section 1-7, h – Provided exceptions for use of roads to access certain areas where sportsmen would be travelling for a only short distance between 2 closed areas.
Page 8, Section 1-7, i – Clarifies authority to use certain facilities and ponds in/around the cantonment area without having to check in via the automated system (Holbrook Pond, Paintball Course, Sportsman’s Rifle/Pistol Range, Pond 10, Skeet Range).
Page 8, Section 1-8 a – Hunters are now required to report all game animal harvest through the phone check-in/check-out system.
Page 11, Section 2-2, e – The firing of center-fire rifles, rim-fire rifles and muzzle-loading rifles from a watercraft is prohibited.
Page 11, Section 2-2, f – Provided for archery-only hunting in certain wooded areas w/in the cantonment area.
Page 11, Section 2-2, f – Training area D-3 is now designated for archery hunting only.
Page 11, Section 2-2, j – Weapons will be registered IAW AR-190-11 and applicable installation policies.
Page 14, Section 3-1,d,(1) – Eliminated requirement for boaters to wear "or be tethered by a strong line to" a Coast Guard Approved PFD. Requirements for bots being equipped with PFDs IAW state law, and installation requirements for all non-swimmers and persons under 10 years old remain. The risks associated with having a strong line tied to one’s self while fishing from or operating a small boat outweigh the potential benefits.
Page 16, Section 3-3 – Section expanded from 1 paragraph to 2 pages, incorporating policy developed IAW guidance provided earlier in FY11 by BG Phillips. Horse riders may check into training areas A-18 and A-20 when open for recreational use. All riders must wear 500 square inches of orange, and horses must wear an orange collar, since hunters may also be using the same areas. Other requirements (veterinary health records, etc.) are also incorporated.
Page 26, Appendix B – "Minimum" period of suspension changed to "Suggested" period of suspension. This change will allow prosecutors and judges more discretion in assigning appropriate penalties.
Page 29, Appendix C –Scopes on muzzle loading rifles are allowed.
Page 29, Appendix C - Hunting hogs with big-game weapons following the close of deer season is allowed in certain areas. Previously, it was unclear whether use of other than small game weapons was allowed.
Page 29, Appendix C – Black-powder rifles are not considered small game weapons on FS/HAAF.
