Most people get them through Government Surplus Auctions at Government Liquidation. You just have to keep checking back in on there to find them. Warner Robins has been releasing a lot of them lately. You can even go inspect them before you bid.
I got mine from a private seller, but it came from Warner Robins.

No, it doesn't have one,I got a bill of sale and that's it. I was still able to register it and get a tag though. The lady said I didn't need a title because of it's age.
The original owner never applied for a title because he didn't file for the SF-97 from the .gov. You need that to get it titled, but it cost an extra 80 bux I think.
